Tonight there is a Committee of a Whole (COW) meeting, starting at 7:00 p.m. in Council Chambers (entrance is beside the fire hall at 2225 Otter Point Rd, upstairs). There are four agenda items listed.
Items 1 and 2: Telecommunication towers at 2614 Otter Point Road and 5154 Sooke Road
Regarding the first and second items, Council will contemplate proposed telecommunication towers at 2614 Otter Point Road and 5152 Sooke Road.
From the Agenda: “Freedom Mobile has submitted the attached Information Package to locate a 50.0-meter monopole telecommunication tower at 2614 Otter Point Road, with the intent to provide improved wireless voice and data coverage for the community that is within a few kilometers of the proposed location. Under the Radiocommunication Act, Industry Canada has exclusive jurisdiction in the licensing of Antenna Systems, but proponents must consult with the local land use authority and the public. The feedback provided to Industry Canada from the community will be weighed in the decision-making process.”
Item 3: Rezoning and development application forms (eight in total)
This comes from a May 23 Rezoning and Development Application Forms Notice of Motion from Councillor Bev Berger-May 10, 2017. It was recommended and carried that Council direct staff to bring the Rezoning and Development application forms back to council or a committee as appropriate for discussion and update. Council will be looking at eight forms:
Item 4: Correspondence procedure
Report Summary, from the Agenda: “Procedures regarding how incoming mail and email correspondence addressed to Mayor and Council and the District of Sooke has changed periodically as new administration commences or when new Council is elected. Local government best practice is to implement a policy or procedure addressing the process. Staff are seeking the Committee direction to implement a policy regarding correspondence addressed to Mayor and Council and District mail and email correspondence processes.”

About Committee of the Whole (COW) meetings
The following information comes from another district’s website, but is applicable to Sooke.
“A Committee of the Whole does not have the authority to initiate an action (limited to providing direction to the CAO). Instead, it reviews and gathers information on behalf of Council, relative to a particular topic. Once the committee of the Whole has received the information it requires, a recommendation may be referred to Council for consideration. All Committee of the Whole and other Committee recommendations are forwarded to Council at its Regular Council meetings at which time Council decides whether or not it will adopt the recommendations.
“Public attendance and participation are encouraged at Committee of the Whole meetings. It is also an appropriate forum for public delegations to appear because the committee structure allows for less formal discussion and questions.”
