On April 23rd 2019 at approximately 11 am, the West Shore RCMP responded to a report of a shooting that took place outdoors near the Happy Valley Market located at 3431 Happy Valley Rd in Langford. Police believe there were two vehicles involved in this incident a white Kia Optima and brown Cadillac Deville. Both vehicles fled the scene southbound on Happy Valley Rd.
Shortly after the call, the white Kia Optima was involved in a collision at Kelly Rd and Veterans Memorial Parkway. The driver of the Kia Optima was arrested and identified as 27 year old Justin Lemmen. Police seized a firearm from inside the vehicle.
The Cadillac Deville was located abandoned on Leila Pl, Colwood. Police are still looking to identify the driver of the Cadillac Deville described as a Caucasian male in his 30s last seen near the Royal Colwood Golf Course.
“We are requesting this male to come forward and speak to police. We need to determine if this male or the occupant(s) of the Cadillac Deville are okay,” said Cst. SAGGAR Media Relations Officer for the West Shore RCMP
On April 24th 2019 Jus.tin Le.mmen was charged with several offences including Unauthorized Possession of a Firearm, Possession of a Prohibited Firearm in a Motor Vehicle, two counts of Fail to Comply with the Conditions set out in his Undertaking and Dangerous Operation of a Motor Vehicle. Lemm.en remains in police custody and this investigation is still on-going.
