Council meets for its first regular council meeting of 2019 on Monday, January 14, with the public portion of the meeting starting at 7:00 p.m. in Council Chambers (2225 Otter Point Road). The following items are on the agenda.

6. Adoption of Minutes: Previous minutes will be reviewed and approved (with or without modifications):

6.1. Recommendation from December 17, 2018 Committee of the Whole: THAT the Committee of the Whole recommend Council direct staff to consider the following in drafting the Transportation Master Plan:
- Define cash-in-lieu parking calculations;
- Bylaw to restrict commercial vehicle parking;
- Amend Zoning Bylaw to increase multi-family parking requirements
7. Employee Recognition: Acknowledgement of employees for their long-term commitment to the District of Sooke.

9. Public Question and Comment Period
Members of the public have up to two minutes to speak to anything on this agenda. Name and address of the speaker must be provided.
10. Public Hearings and related bylaws
10.1. Zoning Amendment Bylaw No. 726 (600-67), 2018, third reading, Public Hearing and consideration of 3rd reading. PH 1 Pkg – Bylaw 726. This concerns the proposed bylaw to amend Bylaw No. 600, Sooke Zoning Bylaw, 2013 for the purpose of amending Part 3 General Regulations to allow Temporary Use Permits in the Gatewood Residential designation area.
11. Reports requiring action
11.1. ALR Exclusion – 7166 West Coast Road. Recommendation that council will consider: THAT Council forward the application to the Agricultural Land Commission with a recommendation to reject the application for the Agricultural Land Reserve exclusion PLN01391 at 7166 West Coast Road.
11.2. Engine 3 Replacement/Procurement Tender. Recommendation that council will consider: THAT Council authorize staff to issue a tender for the purchase of a new Engine (replacing Engine 3/Unit 1) for up to $800,000 to be borrowed, under section 175 of the Community Charter, from the Municipal Finance Authority; AND THAT the loan be repaid within ten years.
11.3. Park Washrooms Award. Recommendation that council will consider: THAT Council the contract to Timberwolf Precast to supply and install an accessible vault style two-stall washroom facility at the John Phillips Memorial Park
11.4. AVICC Resolution Submission. Recommendation that council will consider: THAT the District of Sooke bring forward the following resolution to be considered at the Association of Vancouver Island and Coastal Communities (AVICC) 2019 Annual General Meeting for consideration:
Statutory Advertising Regulations
WHEREAS many constituents are accessing community news and current events through daily and weekly online publications;
AND WHEREAS municipalities should be free to advise mandated notices additionally or exclusively in these daily and weekly online publications;
THEREFORE BE IT RESOLVED that the definition of “newspaper” in section 29 of the Interpretation Act, section 29 be amended to include online publications including similar criteria related to content and publication intervals to print newspapers.
11.5. Grant Application – Multi-Sport Court Box. Recommendations that council will consider:
THAT Council authorize staff to submit an application for grant funding for the Multi-Sport Court Box Project through the Investing in Canada Infrastructure Program – Community, Culture and Recreation Program; and
THAT Council supports the project and commits the full balance of funds in the Playing Field Reserve account (December 31, 2017 balance of $408,101) as its share of the project costs.
11.6. CRD Arts Commission Appointment
Recommendation that council will consider: THAT Council appoint ________________ as the District representative to the CRD Arts Commission, for a four (4) year term expiring December 31, 2022.

16.1. Affordable Housing Contributions – brought forward by Councillor St-Pierre at the December 10, 2018 Regular Council meeting. Recommendation that Council will consider: THAT staff bring forward the policy on funding from development projects in regard to affordable housing contributions.
