MVA Regulation 3.03 reads
Plates to be unobstructed
3.03 A number plate must be kept entirely unobstructed and free from dirt or foreign material, so that the numbers and letters on it may be plainly seen and read at all times and so that the numbers and letters may be accurately photographed using a speed monitoring device or traffic light safety device prescribed under section 83.1 of the Act.

So all the car dealers will have to stop using the clear pouch’s ?
This “law” came into effect during Photo radar. Giving a fine to someone for a clear cover is just a money grab now as My wife had this happen to her. Was pulled over and they claimed she was speeding. She said she wasnt and was probably going to dispute. Officer said Oh, if thats the case Ill give you something else to dispute and re-wrote the ticket including the fine for this.
personal plates are for people with mental problems, as for the covers, its just cheezy
I drove for three years with Ford Motorsport instead of a front plate. I finally got a ticket for it, told the officer even with the ticket it was cheaper than a vanity plate. Three years? He was shocked, I replied, it takes a special kind of guy to do a U turn just to give me one. He didn’t like that.
